Civilian Intervention program

Program overview

Eligible programs for nonmoving violations include nonpunitive interventions such as helmet voucher programs, fee offset programs, fix-it tickets, repair vouchers, and other civilian intervention programs that provide solutions for vehicle equipment failures for low-income road users.

$700,000 of state multimodal transportation funds.

Eligible applicants

Eligible jurisdictions under the grant program include cities, counties, tribal government entities, tribal organizations, law enforcement agencies, or nonprofit 501(c)(3) organizations.

Program Requirements

• Only one application per jurisdiction may be submitted.
• Programs must comply with all applicable federal and state requirements as detailed in the Local Agency Guidelines Manual.
• Programs must be completed as selected once they have been awarded funding.
• Recipients must report biannually on the status and expenditures of each project.
• Recipients are encouraged to submit monthly progress billings for projects to ensure timely reimbursement of eligible expenditures.
• Costs incurred prior to signed agreement are not eligible for reimbursement.
• All projects must be ADA compliant upon completion or funds must be repaid.

Additional Considerations

Applicants are encouraged to incorporate equity-specific data and consider equity-related safety risk factors in the development of the plan. In many communities, traditionally disadvantaged populations are disproportionately impacted.  Applicants can access equity-related data through the Washington Tracking Network.

Selection process

• All properly submitted applications will be reviewed to ensure they are complete and eligible for funding.
• All applications will be prioritized based on locally developed proposals to establish or expand existing programs, including programs with community led organizations.
• WSDOT’s Local Programs Director will have final selection authority.

A completed application form (DOCX 69KB) or application form (PDF 1.2MB) with appropriate signature is required. Applications must be submitted by email to HLPgrants@wsdot.wa.gov – paper submittals will not be accepted.

Awards

Initial application review will begin on April 29, 2024, and continue thereafter until further notice, or all funds have been awarded.  The period of performance for the Civilian Intervention Program will begin after funding is awarded and must be completed by June 30, 2025.
